What a load of crock. Rapidshare does delete based on reports, period. I've heard many a theory about this. You obviously haven't uploaded that much, or else it would be pretty obvious to you as it is to everybody else that download counts or filenames have nothing to do with deletions. Reporters (ranging from copyright holders to plain assholes) hang out at forums like this one and report posted links, simple. Ever had a thread-based mass deletion? Happens all the time. BTW, "the authorities" have nothing against Rapidshare (yet), copyright holders however do, and it's to appease the latter that Rapidshare promptly and swiftly complies with any takedown requests.
