My take on FLV conversion is don't bother, the picture is lossy to begin with, why waste your time converting to another format and make it look even worse?
Bitcomet FLV player plays FLV fine, resizes and seeks, only lacks a playlist which means more drag and drop required than full featured media player like MPC. Only other FLV player I know with playlist is FLV playerS (http://sweb.cityu.edu.hk/50689882/flv.html) but is is very crash prone.
Anyways you wanted to grab frames from FLV video. Here is a screen capture using XnView (Tools > Capture Screen > Window) and Bitcomet FLV player.
XnView is an excellent freeware image viewer.
