You can combat this problem by only allowing trusted members in there! Maybe you could make a rule that members must be here at least 30 days and have posted a certain amount of times first (maybe about 30 posts?) and then you would approve them to be able to use the chat room.
If it is possible maybe you could introduce it on a trial basis to see if it is beneficial?

That's true but when you login here you could get drawn into a chat that's already going then and there, instead of trying to stike up a conversation away from the board I think that would be a little more prohibitive plus with all the various different instant chat services available these days you may have to sign up first for one you might not already have.
Also a chat room would help to draw some of the lurkers out of the shadows, I think. Especially if they see the chat room conversations but couldn't join in.
