You could use an IRC network, it's extremely popular for this kind of thing eg: trading files. It can even be used to set up bots that people can use to share files among those in the channel.

mIRC is a good starter program with many DCC bot scripts available though it would probably be best to use the forum for posting links and IRC for plain chat.
