But storage.to will be never allowed, because they pay for downloads:
"Upload now to STORAGE.to and share your files with your friends. You can earn up to 10 USD per 1.000 Downloads..."
And that's one of the rules for file hoster:
"We have a policy here of not allowing file sharing or image hosting sites that redirect to other sites, cause excessive pop ups, require registration, install javascripts, or pay the uploader."
