Thumbnail generator

Can anyone recommend free software that will generate an image that has thumbnails of everything in a folder?
I have software to make video thumbnails, but I can't find anything that will work with individual pictures.

Thanks. That software looks like it just creates smaller versions of individual photos.
What I am after is something that will create a single image that shows all the photos. Something like this...

That one creates galleries for webpages. Not to worry, I have found that Photoshop can do it. Apparently they are called 'contact sheets'.
