There is a tab, General and at the bottom left a drop down box

'split to volumes, bytes'

No, you don't have to purchase Winrar.

When you RAR the file, it gives you a small window, at the bottom left of the window it asks for size, just type in 15M, or 30M, or 2K or whatever size you want the splits to be.

But please, don't do like some and split the file into 52 parts and upload to rapidshare, nor leave it in one 492Meg chunk that takes days to download...
