new method of stopping piracy

I have seen a news item on TV saying internet service providers (ISP's) will be participating in stopping piracy, that they will monitor downloads by users/subcribers and will slow down their conection if they suspect they are downloading pirated files.

Last night my downloads are going real slow to the point of getting error messages that the files cannot be downloaded. This morning, I tested my speed and I get less than 1MB/sec. I repowered the cable modem, re tested speed and I get 18MB/sec so I started downloading files again. My downloads started at 150KB+/sec and started slowing down after 30 minutes. My dl speed is now down to 45KB/sec. I know Rapidgator sucks but not this bad. Could it be my ISP is snooping on me and slows down my downloads? Anyone in the US having the same problem?
