How does Oron update user's current download limits?

Does anyone know how Oron updates a user's current download limits?

Download limits appear to increase, somewhat erratically, throughout the day.

I'd like to know more about their calculation so I can plan how I spend my whack units.

if you don't spend your limit it won't be charged.. I had to send like 5 messages to support before. but now I know you spend more more and then they will add the limit up to your account. otherwise you will get like 2gb in 3days. it happens
