i saw some uploaders put a survey on their thread. how can i do that ?

i haven't notice this option ...
but if i understand well, you can't do it on a already open thread
(if you have leave blank the option to add a poll when you have open it)

You can add your poll not only at the time of opening, but also after having opened your thread (I for one have done it on one of my threads -opened ages ago- see here https://www.forumophilia.com/topic72255.html just to verify ...) by just 'editing' your thread ...
