Well, Im not even remotely sure about laws or regulations regards to financial responsibility in other countires, but in the USA, being a patient on workmans compensation does not ever designate fiancial responsibility to any other party but the patient. While workmans compensation is a "future" avenue for payment to the service provider, its is NOT a free ride. Workmens compensation is just another form of insurance.
All medical bills are and always will be the responsibility of the patient IF IF IF w/compensation or private insurance doesnt or hasnt yet paid.
The rules of insurance and w/compensation that may be pending payment is clearly described in the fine print that one signs upon admission to the medical facility and most importantly when they leave.
The admission and discharge form are essentially contracts for payment similar to loan or credit cards contracts.
