This is from a Belgian TV show, here's some information I found about it:
When the woman on the right had an operation and came out of anaesthesia she was paralysed.
The guy with the castrati voice also had an operation which went wrong and ruined his voice. He can't believe what the woman says. Interviewer laughs at the guy with the castrati voice. The woman says her boyfriend left her since they can't have sex anymore and the castrati-voiced guy says there are other ways to express affection.
The last information might ruin the clip a bit for you, so copy and paste:

I can tell you for a fact that it's fake! It's an scetch (sp?) for a belgian TV show called "In de Gloria".
You could compare it to the monthy python style of old, but not as good (of course!). Still is darn funny though!
But it is still funny to watch.
