Need help to translate rules into German

splintercell is new and he keeps bumping thread older than a year I sent him 2 pms but I have a feeling he cant read them or he is just retarded .

So if someone could translate that would be a big help to me, also tell him no NN <18 as thats what he has been bumping and nothing else.
