It is very important to prevent exploitation which is why each case needs to be looked at on an individual basis. I firmly believe that any model <18 should have to provide consent from a parent or guardian. I also think that the age of the model, content and context of the photos need to be considered too. For example, if you're old enough to have sex then you should be old enough to do non-nude, topless, or non-explicit nude photos. I don't believe girls who are below the age of consent should do "cheesecake" photos.
Or, if you take the example of David Hamilton, there's a difference between artistic nudes and "cheesecake". Talking of Hamilton, he directed Emmanuelle Beart (famous French actress) in one of her very first films. She was <18 at the time and she had several nude scenes. It hasn't harmed her life or career at all.
So there's a difference between a skilled photographer taking photos having obtained all the necessary consents and some dirty old man with a polaroid taking photos of girls in secret.
