i am getting a better video card (a NVIDIA D11M0-30 NV G310) and i hope it will make the vids play better, but will the quality of the video improve?

At least you will be able to play HD videos with this one.
The visual impression of the video quality is only determined by the video itself (bitrate and resolution).
But of course watching a HD video on a display with only 640x480 pixel resolution (an old 14" CRT or a very old laptop display) looks crappy. So if your new video card (and your display) allows you to switch from, let's say, 800x600 pixels to 1024x768 pixels your video might even look better (even if it's the same video)

wow, 14 inch CRT....shudder.
It's not like CSI. You can't enhance a video or photo to be more clear. If the data isn't there, which is usually the case with bad video, it's not there. So a better card might play it back more smooth, but it not be more clear unless you're in the stone ages with regards to a video card.

You didn't say what your old video card was. If it wasn't "all that", you might see some improvement. The specs of your monitor also comes into question. Here's an article that might help explain things that affect video quality.
