I went to the neighbors house, they have the same IP as we do.
I downloaded six files with no problem, came home and tried the
same files and there were no slots. Went back to the neightbos
and they downloaded fine.

Umm... if your neighbors are not co-paying your account and running off the same modem then they better have a different I.P.
Since it only occurs on your computer, then you have a cookie issue. You should be able to go into your browser settings and clear all cookies [I can't see how to do it on this latest FFox, but I have an outside program do it].
Anyways, clear your cookies. I think there's a spot on Rapidshare to clear the cookie too, or there used to be sorry to be so vague.
My method....
Windows 7 Manger [there are Vista and XP versions], set on boot to crush everything[ except stored passwords], history, cookies, temps files..... everything wiped. Adds a few moments to my boot but it cleans my system out like eating prunes.
Also, if you are using any kind of download helper, even a built-in one check that you are selecting FREE since you no longer have a premium account. I do this by accident with Crypt and hotfile, I accidentally select premium and of course it fails...
And lastly, Rapidshare treats free users like super ultra crap these days.... the old 'no more download sockets available' crap. I've been fighting with them for a year now asking why they take my money but won't let people download my stuff....
